联合国国际合作协调局高度认同并坚决支持涉港国安立法决定
今年5月28日，中华人民共和国全国人民代表大会通过了，关于建立健全香港特别行政区维护国家安全的法律制度和执行机制的决定。这个决定，诚如在2020年6月16日召开的联合国人权理事会第43次会议上，多国与会代表在发言时所指出的“涉港国安立法旨在维护中国国家安全，香港事务纯属中国内政”。那些代表们的发言用外交词汇传递了一个非常清晰的《联合国宪章》原则－－联合国成员国之间互不干涉他国国家内政。我们联合国国际合作协调局绝大多数同仁认为，涉港国安立法决定是维护国家安全,坚持和完善“一国两制”体系,确保香港长治久安,保障香港居民合法权益,打击种种乱象和暴行所必要的立法举措。联合国国际合作协调局高度认同并坚决支持涉港国安立法决定。 近年来，香港特别行政区安全风险凸显，特别是去年6月发生的“修例风波”严重影响了香港的法制形象和社会稳定，严重损害了香港经济发展和居民的社会福祉。昔日祥和安定的东方明珠竟然成了“暴徒”群魔猖獗之地。 我们深知法律是人类道德的底线，法律是人权保障的利器，法律是社会安定和文明进步的基石，法律更是国家安全的坚强屏障。我们深信随着涉港国安立法决定的实施，香港的法律制度和执法机制会得到更进一步的完善，真正做到有法必依，违法必究。香港社会也会随着法治的进一步完善，早日回归到有序理性平和繁荣发展的正确轨道上来。
The United Nations International Collaboration and Coordination Agency highly agrees with and firmly supports the legislative decision on the security of Hong Kong Special Administrative Region On May 28 this year, the National People's Congress of the people's Republic of China adopted the decision on establishing and improving the legal system and implementation mechanism of the Hong Kong Special Administrative Region for safeguarding national security. As the representatives from some countries at the meeting pointed out at the 43rd session of the United Nations Human Rights Council held on June 16, 2020, that "Hong Kong related national security legislation is aimed at safeguarding China's national security and Hong Kong affairs are purely China's internal affairs". The statements of those representatives conveyed, in diplomatic terms, a very clear principle of the Charter of the United Nations -- non-interference in each other's internal affairs among the members of the United Nations. The overwhelming majority of our colleagues in the United Nations International Collaboration and coordination Agency consider that the legislative decisions concerning Hong Kong's national security are necessary legislative measures to safeguard national security, uphold and improve the "one country, two systems" system, ensure long-term peace and stability of Hong Kong, safeguard the legitimate rights and interests of Hong Kong residents, and combat all kinds of chaos and atrocities. The United Nations International Collabotation and Coordination Agency highly agrees with and firmly supports the legislative decisions on the security of Hong Kong Special Administrative Region. In recent years, the security risks in the Hong Kong Special Administrative Region have become prominent. In particular, the "revision storm" in June last year has seriously affected Hong Kong's legal image and social stability, and seriously damaged Hong Kong's economic development and residents'fundamental interests and social benifits. The former peaceful and stable Oriental Pearl became a place where some "ruffians" are rampant. We are well aware that law is the bottom line of human morality, the weapon of human rights protection, the cornerstone of social stability and civilization progress, and the strong barrier of national security. We are convinced that with the implementation of the security related legislation, Hong Kong's legal system and law enforcement mechanism will be further improved, so as to ensure that there are laws to be observed and violations to be prosecuted. With the further improvement of the rule of law, Hong Kong society will return to the right track of orderly, rational, peaceful and prosperous development as soon as possible.
